The holes are in the bottom of the plastic bag and having 2 holes, one in each corner with rings thru them keeps them more secure and easier to flip thru the colors. I love the system I use.... I bought the small ziplock plastic bags (not sure of brand) that have 2 holes on each side of the bottom.
