It's positioned on the design. It comes out of the one the angels. Attaching it seems to be the tricky part.

I have to add to my previous comment: When I looked in my TW book I realized that that pattern is "Angel Procession" and you are stitching "Angel Proclamation" which is not even Teresa Wentzler it is Mirabilia (my bad ). Well don't you have the pattern anymore? Here are the instructions for the ribbon as written in the pattern (It's under special instructions):
"Attach six ribbons beginning from the boys wand. Tack down ribbon with bead 02001 allowing ribbon to twist and gap slightly (see picture)". That's it. Not very comprehensive but fairly clear.
So if you do not have your pattern or the picture it would be easy to google the picture and see what the ribbon looks like but to me it just sounds like you are catching the ribbon only when you are adding each of the beads that are required in that area and then it sounds like you sort of shape and place the ribbon (with some slack) to match the photo. I am thinking you have to follow the picture for placement of the ribbon because the instructions only really tell you where to start. It also doesn't tell you how to end the ribbon but you probably bring it to the back when you end it. Well that's how I understand it anyway. HTH.

Okay, this is the one my Mom did. She said she faked the ribbon. She made it look like the picture, draping the ribbon as shown. To attach it she knotted the thread on the back of the material and pierced the ribbon with the needle. Then she attached the bead on top of where she pierced the ribbon to hide the stitch. The ran the thread back through and knotted it on the back. Oh, and Mom says that you need to wash and press the piece before attaching the ribbon. Otherwise you'll never get the ribbon to look right after you wash it.
I hope that makes sense. Mom had a hard time explaining how she did it. She said she just make it look like the picture and faked the rest. It's been 2 years since she did it, so this is the best she remembers.

If I ever do this one I am going to leave the ribbon off. But I think it is supposed to represent kind of a May pole and the angels are dancing around it? This is what I think, but without the ribbon it still looks good and it just looks like the angels are dancing.

Seriously, there's some great advice already, so just a quick note to say I'd probably position it (pin it if necessary) then attach it with teeny tiny stitches going along the centre of the ribbon using stranded cotton in a shade to match the ribbon. If there are beads on it as well then by all means use them to hide the stitches even better!

I finally had a chance to work on this project again. Here are my latest updates:
However, once again it must go on hold while I wait for more beads and ribbon until I order next months stash.

So another angel stitched, as well as a bubble bee.
Then I decided to tackle the ribbon work.
And it's finally finished after 5 years of starting and stopping!
And then out of the blue, about 30 minutes after it's done. It starts snowing like crazy.
