Not a silly questions at all -- and it depends on several things, including personal preference. Personally, I try to match the size of the hoop or frame to the projects, but then most of my projects are small. If I do have to move the hoop/frame around, I try to do it by "sub-part" if possible, e.g. in the nameplate I'll be starting soon I will make sure the frame is big enough to take each individual letter. However, sometimes this simply isn't possible, either because there are no separate parts to the picture, or because the whole thing is simply too big for any frame (think HAED). In that case moving the thing around (or scrolling) can't be avoided.
