Statute

(Most regulations in the UK are as the result of 'Statutory Instruments' (SI's) rather than Acts of Parliament aka 'Statutes'. There are often 2000 or more SI's a year with many, many regulations in each, the result of a horde of hyperactive civil servants trying to show they are really doing something for the billions they cost every year. To be made into law, the draft SI needs to lie about on a table in the library of the House of Commons and have no MP object within 6 weeks of it being placed there. If, as I suspect, no MP ever reads one, it's an easy way to sneak draconian legislation through with no-one noticing.)

(Richard, your comment reminded me of a tv show that we watched on our PBS station years ago. Yes, Minister and Yes, Prime Minister. They are both the funniest shows ever. Sir Humphrey was the minister's secretary and the epitome of a civil servant. Thank you for bringing that memory back. Good way to start my Monday!)

(Carole, we have DVD's of the full series of 'Yes, Minister' & 'Yes, Prime Minister', watching them whenever there's nothing worth watching on TV. They are interspersed with The Detectives and One Foot In The Grave. All of these series usually have me struggling for breath.)
