making a cushion out of finished cross stitch pattern??

I have a cross stitch pattern that just doesnt seem to look good in a frame and as its a present I want it to look its best. I brought the frame and mount and cut the material and ended up with it slightly smaller then the mount
stupid me! but even without this it didnt look good
Its on white fabric and just black stitching so I thought I could make it look better as a cushion. Has anyone else done this with theirs and was it a good idea??
if not professionally framed is the only option to get it something like!
I guess you buy your fabric attach a border to your cross stitch, sew the back to this border and fill
any tips/advice would be apprieciated though.
