Two Scissors Questions

I've been a bad stitcher and have been using my normal thread scissors on metallic thread. My scissors now work but they're a little shot. I was thinking of treating myself to a new pair and was wondering if anyone had any suggestions on really great scissors. I would prefer something under $20, if possible.
The second question is how to keep said scissors from running away. Right now, I have them on a ribbon attached to a clip but even then, I never really clip them to my belt and usually end up sitting on the scissors half the time. Also, the ribbon is starting to look a little sad.

I keep mine on a long leather string tied on a corner of my floor stand. The string is long enough to reach all over and they are never lost. I used to put them around my neck
But this system works better for me

I use double curve embroidery scissors. The curve lets me get the blades close to the work to snip threads without having the points get in the way.

I'd get Gingher or Fiskar brand, most likely. Either can be had for under $20, and probably well under $20.
I use magnets to keep my scissors and hemostats close at hand. I have magnets all around my work area holding my scissors, needles, hemos, my chart, and symbol key list.

You can see two of the magnets here. My scissors are on the backside of the magnet holding the trolley needle.

Oh! I forgot to mention -- the metallic thread dulled the scissors, no doubt. The sewing store near where I used to live would have someone come in one day a week (it was on Wednesdays there) to sharpen scissors. I could take my scissors in, and for a couple of bucks, the guy would sharpen them. It might be worth a phone call to see if someone near you could sharpen them.
