Question about letters on cross stitch

I am close to finishing a project for which I purchased the chart in 2000, or so.

The chart calls for me to do the saying in petit point ( which I have done before) but here is the confusing bit - The letters are shown as partial size , as in not a full square or diagonal as I would expect. The ratio seems to be 50%, which makes NO sense to me when looking at the space provided.

I have read and re-read the chart looking for guidance. I have looked on the internet to see if there is something about petit point that I am missing, but to no avail.

I am finishing the outer borders ( hopefully tonight) and will only need to do the lettering.

If it helps, I am working the Theron Traditions #17, New England Schoolgirl Sampler.

I don't know the pattern but I'm guessing it looks 50% because it is -- if you are doing cross stitch over two threads, the petit point will be over one thread, so it'll come out much smaller: there will be 4 petit point stitches in the space normally occupied by one cross stitch. So on the chart a single petit point stitch will look like a quarter of a normal stitch. I've got a small Teresa Wentzler chart that does this. Hope it makes sense!
