If something was designed to go on 25ct and you're doing it on 14ct, it will come out quite a lot bigger. That needn't be a problem of course, it's just something to bear in mind.
From the dimensions you give (I'm assuming they're inches -- if centimetres it would be completely different...) I'd calculate the design is about 350 x 275 stitches, so on 14ct it would come to about 25 x 19.5 inches.
If you would prefer to do the design on 25ct after all, have you considered buying over the internet? I don't know where you are, but plenty of online shops in the US and the UK will ship abroad; if the additional postage costs are a problem, you could try using 25ct evenweave instead of linen, this will be a lot cheaper. (Example from Tandem Cottage -- fat quarter (19" x 27") 25ct Dublin linen: £7.25; fat quarter (19" x 27") 25ct Zweigart Lugana £5.50; fat quarter (19" x 30") DMC 25ct evenweave £3.50)
