18 ct evenweave does exist, though it is a little more difficult to find. I believe it's called Davosa.
See here for an example, though I've never ordered it from this company. The few times I've used it I got it from my LNS.

I've tried no baste scroll frames but found the tension to be not as tight as I like. I like the tension on Q-snaps and have several sizes for many of my smaller projects. I mostly follow the SQ guide … I generally stitch row by row, unless the same colour in the next row is beneath the stitches I just did. This makes it look like I'm cross country-ing more than I am.
